As I am not using wpa_supplicant.conf but /etc/network/interfaces,
ap_scan=2 won't work

Yes, mostly when the saystem is idle. That does not seem to affect

After doing ifup eth1=-wlan-some-site and the dhcp client timing out,
just waiting will make the interface associate eventually.
