Severity: normal

root must be granted access to every chroot requiring recovery, or
the init script will fail.  This is not particularly useful.

root should automatically get access, at least for session recovery,
and this may as well extend to all session operations.

This used to be the case, but the special casing was removed a few
months ago.  This can simply be added back.
