I believe the initialization order is significant. When I uninstall fglrx-kernel and start X, it works fine but without hardware acceleration (fglrxinfo reports "Mesa GLX Indirect"). If I subsequently reinstall the fglrx-kernel and restart X, hardware acceleration works (fglrxinfo reports "Radeon X800 GTO Generic") and there is no kernel panic. After next reboot the kernel will panic again when X is started.
