jtex-bin ships jtex.pool in var/lib/texmf/web2c/. As far as I know, this file is not generated at runtime, therefore it is in the wrong TEXMF tree. This can cause problems when tex-common is purged (see http://lists.debian.org/debian-tetex-maint/2006/06/msg00339.html).
