The CSS file should only be symlinked if it does not exist yet.
If modlogan.css already exists (as symlink or plain file), it should not
be overwritten. There might be reasons to have a different CSS file for
some domains / outputdirs.

This should be a link to /etc/modlogan/modlogan.css instead.
modlogan overwrites this link on every run.
