Okay, I've now tried this out myself and talked to the initramfs-tools maintainer. In short, Phil is right. By putting ROOT=/dev/... into conf/conf.d/default_root rather than conf/param.conf we 1) ensure that the default root parameter is set. 2) allow people to override the parameter using
