I have found out that tomcat5 throws that exception only if web
application is called Jsf_Ex01. If I only rename the directory,
application works and no exceptions.

I toggled TOMCAT5_SECURITY to no in /etc/default/tomcat5 and restarted
tomcat5. Now I get similar error.
