I have found out that saying

check_shell=NO

has no effect when trying to login with user = ftptest and login shell 0 /bin/false.

This is a new installation of vsftpd that runs standalone. Config is:

listen=YES
anonymous_enable=NO
local_enable=YES
write_enable=YES
local_umask=022
dirmessage_enable=YES
xferlog_enable=YES
connect_from_port_20=YES
nopriv_user=ftp
ascii_upload_enable=YES
ascii_download_enable=YES
ftpd_banner=ridcully.bmcag.de QSC AG FTP test server
chroot_local_user=YES
secure_chroot_dir=/var/run/vsftpd
pam_service_name=vsftpd
rsa_cert_file=/etc/ssl/certs/vsftpd.pem

check_shell=NO
ssl_enable=NO
use_localtime=YES
