The state of this bug seems to be a little confusing to me.
libnet-perl 1.20 was never in Debian, the latest version we had was
Package: amavisd-new
Version: 1:2.4.2-6.1
8bit encoded emails using a charset of ISO-8859-1 have their body
converted to UTF-8 by Amavisd-new.
The resulting mail delivered to the recipient still has a header
announcing the ISO-8859-1 charset, but the body has really been
converted to UTF-8.
After upgrading Perl to 5.8.8 AND downgrading (!) libnet-perl from 1.20
to 1.19, the problem seems to be gone.
