I suggest considering to drop those that deal with upgrades from versions prior to the version in etch, condidering that N+2 upgrades are not officially supported. dhcp3-server/new_auth_behavior: warns about version 3 server not being authoritative anymore. Given that version 3 servers were already in etch, this could be dropped.
