Is there any progress on this issue? smc as well as mmpong suffer from
this and need to pull in the -dev package.
Here is what Fedora did:

In order to run smc, I had to create the following symlinks:
/usr/lib/libCEGUIDevILImageCodec.so: symbolic link to
`libCEGUIDevILImageCodec.so.0'
/usr/lib/libCEGUIFalagardWRBase.so: symbolic link to
`libCEGUIFalagardWRBase.so.1'
