Launching hostapd via /etc/network/interfaces using the hostapd
statement in an interface definiton does not work when using madwifi
(and configuring that via /e/n/i, too). hostapd fails to start due to
non-existing interface.
The reason for this is, that /etc/network/if-pre-up.d/hostapd is run
before /etc/network/if-pre-up.d/madwifi which in the first place
creates the wireless interface hostapd is going to work on.

While arguably the madwidi script should run earlier as other scripts
might also assume the interface invoked upon to exist, there also is
/etc/network/if-pre-up.d/wireless-tools which could set some settings
one likes to be set before hostapd starts.
Therefore I think /etc/network/if-pre-up.d/hostapd should be run later
and filed this bug against hostapd.

Renaming /etc/network/if-pre-up.d/hostapd to
/etc/network/if-pre-up.d/zz-hostapd fixed this.
