First of all, I am not sure if this is not a duplicate of:
#246296: a2ps uses emacsen-common before it's configured
In my case when I had emacs20 installed, a2ps didn't configure itself
every time it was configured:
Errors were encountered while processing:
 a2ps

 E: Sub-process /usr/bin/dpkg returned an error code (1)
 A package failed to install.  Trying to recover:
 Setting up a2ps (1:4.13c~rc5-1) ...
 install/a2ps: Handling install for emacsen flavor emacs20
 Warning: Lisp directory `/usr/local/share/emacs/20.7/site-lisp' does
 not exist.
 Opening input file: no such file or directory,
 /usr/lib/X11/locale/locale.alias
 emacs-package-install: /usr/lib/emacsen-common/packages/install/a2ps
 emacs20 emacs20 failed at /usr/lib/emacsen-common/emacs-package-install
 line 30, <TSORT> line 1.
 dpkg: error processing a2ps (--configure):
  subprocess post-installation script returned error exit status 255
  Errors were encountered while processing:
   a2ps

I have removed emacs20 and the problem disappeared.
