However, ELinks 0.11.1 is actually licensed under GNU GPL version
2 only, not any later versions.  ELinks used to be licensed under
GPLv2 or later, but that was changed on 2004-01-11, before the
ELinks 0.10.0 release.

In elinks-0.11.1/src/dialogs/info.c:

There is also a further note in elinks-0.11.1/COPYING:

I do not remember seeing any comment from pasky about the final
GPLv3, and even if he were willing to relicense ELinks, that
would probably require permission from everyone who contributed
code or documentation to ELinks after 2004-01-11.  So it is not
going to happen immediately.

Until then, please update the debian/copyright file to specify
only version 2 of the GNU General Public License.
