If I add the kernel parameter
acpi_sleep=s3_bios
the symptoms go away (i.e. no more bug to report).
I don't know if this counts as fixed or not.

but then the chvt hack does not work (neither does restarting the X
server), and it is convinced my external monitor is a TV with a max
refresh of 30Hz. The latter may be an unrelated xrandr issue.
Could you try

When suspended to RAM using
echo mem /sys/power/state
The suspend and restore work ok, except that the backlight is not turned
on the laptop; the external display is restored OK.
As a workaround, I added a hook to
reassign 439914 xserver-xorg-video-intel
found 439914 2:2.1.1-1
