I can't really see where the package went. I checked http://lists.alioth.debian.org/pipermail/pkg-php-commits/ (but that's probably the wrong place) and there's no upload of php-pkg-xml in August. As I mentioned in another ITP already, the Ubuntu NGO team is working on getting CiviCRM packaged.
