ntpdate is not called at boot time because of the following reason: When the network device is found by udev, udev calls ifup which executes the script /etc/network/if-up.d/ntpdate. This script checks for the presence of /usr/sbin/ntpdate-debian and exits if that file is not present. As udev is called before the local file systems are mounted, /usr/sbin/ntpdate-debian is of course not there if /usr is on a separate partition. So, /usr/sbin/ntpdate-debian should wait for /usr/sbin before checking for /usr/sbin/ntpdate-debian.
