Packages that have a Bugs: header should probably use that header to
indicate where to send bug reports, rather than always sending to the
Debian bug tracker. See for example what happened with 
http://bugs.debian.org/448478 
which should have been submitted to upstream packager (as the package isn't
actually present in the main debian archives at all).
