Despite all the efforts of postinst, it would appear that after removing
(not purging) and re-installing doc-base, install-docs -I is not run:

  # install-docs -s bzip2 | grep '^Document:'

  Removing doc-base ...

  # apt-get -q install doc-base
  [...]

  # install-docs -I
  Removing 2 registered documents
  Registering 15 installed documents
  # install-docs -s bzip2 | grep '^Document:'
  Document: bzip2
