The above suggested method seems only to partial solve the problem:
pulseaudio apparently randomly continues to crash when the system resume
from a suspend.
I run a local(user) copy of pulseaudio server, and as said the problem

The following might help to work around the pulseaudio suspend/resume issues:
Create a file named
/etc/pm/sleep.d/05pulseaudio

I can confirm this bug. It is 100% reproducible on my laptop, and, indeed, killing and restarting
the daemon fixes the issue.
