I've come to the conclusion that this will work if appropriate binary
NMUs are scheduled on all affected packages immediately after Berkeley
DB 4.7 is uploaded (provided that it's uploaded as db, or provides
libdb-dev in some way).  This might result in tons of RC bugs, but it's
probably the only way to keep the number of Berkeley DB packages down.
