When I open a debtags view, aptitude complains that it cannot find
/var/lib/debtags/vocabulary and hints that debtags might not be
installed.

Debtags, however, is install, although the file named "vocabulary" is
located in /usr/share/debtags, rather than /var/lib/debtags.
