'man printf' has nothing about '%' syntax, but refers to:

    info coreutils 'printf invocation'
    
...which also has nothing about '%', and no links to that info.  
What users need is either or both of these:

            info printf
            man 3  printf

I'd send a patch, but I don't know how to work with 'help2man' data:
 
     % zcat /usr/share/man/man1/printf.1.gz | head -n 1
     .\" DO NOT MODIFY THIS FILE!  It was generated by help2man 1.35.
