Yes, if I use add first then it works (on kernel 2.6.24). This was my
error, no bug in iproute.

It now works on debian's kernel, however there  is something wrong with
2.6.25-rc4, the 'corrupt' option doesn't work, the kernel complains that
there are 8 leftover bytes parsing attributes. I'll check the sizes of
tc_netem_corrupt structures.
