Further investigation would indicate that I was probably pasting a link for a file that was already being downloaded. In this case, amule behaves as I have described, and there is no way to know what the problem might be unless one knows where to find the log, which is tucked away in a rather distant place on the Network tab at the bottom of the window.
There just isn't enough feedback here. There should be a pop-up or something fairly obvious telling the user what the problem is.
