So... I've fixed this by changing the dependencies. Now phpgroupware is a dependency of phpgroupware-0.9.16-core, so that the new package must be installed to proceed to the upgrade It will be mostly empty, and of no use for new installations, whereas I wished we could get rid of it, but too bad. Once epoch0 packages will have disappeared, I guess we'll be able to remove it completely and return to previous dependencies. The fix in -4 package is awaiting sponsor's upload, and is urgency=high, so expect a fixed version in testing soon.
