It is possible to upgrade to new epoch 1 packages, then purge the old phpgroupware epoch 0 packages, which leads to erasal of config values and database. The new phpgroupware epoch1 package is not depended-upon by other epoch 1 packages. So it's possible to upgrade to the new packages
