for many keymaps and these should be respected as much as possible

Because it's just as useless, it's never used in spanish but quite a bit in
programming/regular expressions etc
And if we're busy anyway, why not change
I remember that I felt quite disappointed when I realised that I
needed to press space to get the ~, so I vote for reverting the change
(altgr+4 should print a ~).
