libcares2 was never in the Debian archive, it was ITP'd and packaged
off-site as part of the slviewer packaging work.
However, since people have copies of the package installed, it'd be
handy if libc-ares1 Conflicts with libcares2, to ensure the
latter gets removed in favour of the former.
