I get the same problem with other tools using LWP on debian unstable.
This is not, AFAICT, a w3c-linkchecker-only issue.
I have not (yet) managed to create a reduced test case for this bug,
unfortunately.
I suggest reporting the issue to maintainers of libwww-perl 5.812-1.
