Yes, currently postinst scripts don't manipulate config files and every upgrade or reconfiguration create .dist files for manual solving changes. There was some job for start use ucf for config manipulations, but this is relatively big changes, so we didn't include them into current version. I think, this is a normal bug, not important, so it will not be fixed for wheezy. It is not good, that we even don't notify user.
