You really should consider upgrading to the newer puppet that is
available in testing/unstable. There are significant fixes available
that will save you a lot of time. It will install directly on an
etch/stable system, without any other requirements.

This works in 0.24.5 in testing/unstable, so this issue has been
resolved in newer versions.
