Apparently, as I further investigate the issue, my originally proposed solution does not work, because for runlevels 0 and 6, the /etc/init.d/rc script disregards the "S" or "K" prefix, and sends the "stop" argument to all scripts listed in /etc/rc[06].d. (It appeared to work before because the way I was testing it, the mount was not always present.) I have confirmed, however, that spawning up (via script or otherwise) portmap /after/ the sendsigs script has run fixes the original issue. A good fix would be to prevent sendsigs from killing portmap, but I don't believe this is possible.
