I've the +/- new Canon 450D, here results which defer from your testes
$ file IMG_3407.CR2
IMG_3407.CR2: TIFF image data, little-endian
Package: file
Version: 4.26-2
Severity: normal
The new version 4.26.2 does not recognize .CR2 Canon Raw image format
as it is and reports it as a TIFF file
$ file _mg_2956.cr2
_mg_2956.cr2: TIFF image data, little-endian
It does works very well in all Lenny testing release
