Just to let you know that with the same configuration that you (stock debian lenny with libgl1-mesa-dri version 7.0.3-7 and xserver-xorg-video-radeon, and a Radeon RV100 QY [Radeon 7000/VE]) I have the same bug as you, and your test helpful program shows it (the inner square is incomplete).
