Moving the script lines from the 'iface wlp3s0' section to the 'iface dynamic'
section should make it behave the way you expect it to.
The problem is simply that the 'iface wlp3s0' section is overridden and ignored
after wpa_supplicant associates with an AP and the wpa-roam feature
