It may be great if template files under {pecl,pear}.template directories
are updated to 3.8.1 actual Debian Policy to not generate warning/errors like:

W: <package>: copyright-without-copyright-notice
E: <package>: possible-missing-colon-in-closes Closes #xxxxxx
