Thank you for the report.
This is not a bug but. The solution in your case is to add the 'bacula'
user to the 'cdrom' group (as root : 'gpasswd -a bacula').
This is worth mentioning in README.Debian, or
You right isn't really a bug. Yes it could help because i have search
info but i haven't a lhot!!!
You could perhaps use /etc/default for this option

daemon runs as bacula user and tape group
