I see this is a fairly old bug report; are you still experiencing this?
Have you tried saving your Kate session after loading your plugins? Kate
uses sessions for things like lists of opened files, plugins, and other
settings. For more information, see my answer to a related question on

enable plugins in kate's settings under Application - Plugins (tested with
Ctags Plugin, Kate build Plugin and some others) they will be loaded and
