I fail to see a bug in drupal6 here. drupal6 correctly depends on
dbconfig-common which ships /var/log/dbconfig-common. If something is
missing in the dbconfig-common, any package depending on it will fail
installing.
In your case, why was /var/log/dbconfig-common missing? Was
Package: drupal6
Version: 6.12-1.1
Severity: normal
Installation fails if /var/log/dbconfig-common/ does not exsists
Workaround: create /var/log/dbconfig-common/, rerun installation.
