Bug#549522: udev no longer works without inotify support, upgrade breaks system

Package: udev Version: 146-3 Severity: important Running dist-upgrade on my sid box today, I ended up with an unbootable system because udev apparently freaks out if inotify support is not enabled. AFAIU, inotify is only used to detect updates to the config files, clearly not a critical feature.
