This is fixed in 1.5 which uses Cairo and Gtk3 to draw the speech bubble
with an alpha channel. Previous xcowsay was using xshape via Gtk2 which
only allows pixels to be fully transparent or not.

Thanks for your report.
Upstream is aware of that and you can see on the manpage[1] that this is
very unlikely to be fixed.
That report was added to the manpage on 2010-10-02, as you can see on the
Changelog[2].
Any personal effort to add anti-aliasing should be made directly with
Package: xcowsay

The speech/thought bubble is quite noticeably pixelated. Please consider
anti-aliasing it.
