You probably misunderstood what Relative and Absolute mean in this
specific context. An absolute date here is a date which will never
automatically move.

My understanding is that you want a relative date, but which starts at
another day of the year than 1st of January. I'm therefore linking this
Debian bug to the upstream bug report corresponding to that feature
request.
