This sound like the issue discussed in bug #584102. Does it work to
turn off parallel booting as described there? If so, the issue is
most likely with startpar in the sysvinit-utils package. Reassigning
there.

Upon further testing, it turns out sysv-rc is the cause, sorry for the
misfiled bug.
