Option XkbLayout jp,ru(phonetic)
Option XkbVariant jp106
and it worked.
Now I can select Russia Phonetic keyboard in Gnome Keyboard

They were gone since I did an upgrade to squeeze.
For the record, it's a Panasonic CF-R5 laptop.
