yes. In my /etc/X11/xorg.conf I used to have, in the keyboard section,
Option XkbLayout jp,ru(phonetic)
Option XkbVariant jp106
and it worked.
Now I can select Russia Phonetic keyboard in Gnome Keyboard

They were gone since I did an upgrade to squeeze.
