This is a valid concern, i.e. unetbootin indeed must depend on it. However, mtools will be installed by default when installing unetbootin, since unetbootin depends on syslinux which recommends mtools. That means you probably disabled installing Recommends. Did you? Hi, yes, I disabled installing Recommends. But for unetbootin, mtools is not only recommended .... in fact it doesn't work without it. Can't there be a 'double dependency'?
