Just like the previous poster, I am administrating a internal debian mirror server and can confirm this problem. As our users should be able to leave the internal mirror in their sources.list when they take their laptops outside our network, our mirror is configured to redirect request from outside our network to the official mirrors. I have checked the original URL that aptitude requests from our internal mirror with HEAD (libwww-perl), curl, wget and chromium which all do not rewrite the % in the Location header and thus can access the package.
