According to upstream[1], this is now fixed in KDE 4.8.3.

FYI,
According to upstream's report[1], this issue seems to be fixed in KDE 4.8.
Unfortunately it seems that there's no work on KDE 4.8 planned for Debian[2]
at least until 4.7 hits unstable. You can keep track of the status of 4.7
entering into sid here[3].

This is probably the same as the upstream bug
https://bugs.kde.org/show_bug.cgi?id=259183 . If it is, this is a regression,
since this setup works correctly in KDE 4.4 and doesn't work in KDE 4.5 and
above (tested on KDE 4.5.4 up until 4.7.0).

When switching from a multi-monitor configuration to single-monitor
using the KDE monitor widget in systemsettings, the panel can get
lost.
I switch from LVDS1 (1680x1050) only to LVDS1+DVI1 (1920x1080), DVI
