After installing package nothing happens (no build process, no any reaction).
If run dpkg-reconfigure, it suddenly starts to build package. I believe this is
not default action for reconfigure.

oops, sorry, I was wrong, I build at very start, but scrollout during
other package installation.
Well, the single question left is automatic starts for build process
with 'low' debconf settings. I believe it shall at least ask about
'rebuild or not' after running dpkg-reconfigure.
