In http://www.debian.org/doc/maint-guide/ch-modify.en.html#s-quiltrc, -z "$QUILT_PATCHES" always returns false in quilt 0.46 in GNU/Linux Ubuntu 9.04 because if env var QUILT_PATCHES is empty when quilt is invoked, quilt will set it to the default: patches/, and therefore, the test -z will not be zero. I simply remove the -z test to make things work.
